在今年（2012）的3月30日澳大利亚移民局公布了从今年7月1日开始实施的新的技术移民签证类别。签证类别变化如下：
原来境内递签的独立技术移民签证885和境外递签的独立技术移民签证175合并为独立技术移民签证189。原来境内递签的州担保和亲属担保886签证以及境外递签的州担保和亲属担保176签证合并为担保类技术移民签证190。原来的境内递签的偏远地区担保临居技术移民签证487和境外递签的偏远地区担保临居技术移民签证475合并为偏远地区担保临居技术移民签证489。
以下是根据澳大利亚移民部官网对三个新技术移民签证介绍的翻译。
Skilled Independent （subclass 189） visa
独立技术移民签证189
Features
签证特点：Permanent visa for skilled workers who are not sponsored by a state/territory, employer or family member.
适用于非政府、领地、雇主和家庭成员担保的技术人才的永居签证。
Allows visa holder to live and work anywhere in Australia.

Visa validity
签证有效期Your visa is a permanent residence visa. As a permanent resident you are permitted to remain in Australia indefinitely.This visa also allows you to travel to and enter Australia for five years from the date the visa is granted. The expiry of this visa travel facility does not affect your permanent resident status if you are in Australia. However, if you want to continue to travel to and from Australia as a permanent resident after the initial visa has expired, you must obtain a Resident Return Visa （RRV）。Your eligibility for an RRV will depend on the period that you have resided in Australia.

总之，即在未来新的移民签证架构下，上述移民签证不再分申请人是在境内递签还是境外递签。但需要注意的是，就目前移民法的要求来说境内和境外移民签证类别对申请人的工作和学习经验的要求不完全一样。所以7月1日上述境内境外签证类别合二为一之后，是否对境内外申请人的签证和打分要求仍有区别我们只能在法律通过议会审核之后才能确认。
